Land use policy, like FAR Landmarking and height restrictions, can constrain supply when demand picks up, as it did in NYC in the 80’s. It continues today.

I’m still not entirely clear why gentrification occurs and how to prevent it, but I believe that it has something to do with ill-advised zoning regulations.
